Do I need a kennel license to board or breed dogs?
It depends on up to three separate layers. Some states run a statewide kennel licensing program, many counties and cities require their own kennel or animal facility permit, and USDA licensing under the Animal Welfare Act can apply to breeders who cross certain thresholds.
